Public Participation


Five public forums will be conducted at key points throughout this project. Each workshop is anticipated to begin with an informal open house session. During the open house component, Project Team members will be available to talk with the public in a one-on-one, informal atmosphere. Following each open house session, a formal presentation and/or workshop activity will be conducted.

Public Forum #1: Explain the purpose and function of the JLUS, explain the nature of military operations at JBSA-Randolph, introduce project participants, share the JLUS approach and discuss the JLUS goals. The format of this forum will include a presentation to the public followed by an interactive working session where attendees will be invited and encouraged to share their input on potential JLUS issues. A user-friendly Standard Compatibility Factors Fact Sheet will be distributed at this workshop to provide the public a tool in completing a compatibility issues exercise. Attendees will work in groups around large scale study area maps to complete a compatibility Issues worksheet / survey as well as engage in intimate group discussions with the JLUS team.

Public Forum #2: This forum will serve as the first quarterly update where Matrix will present the initial findings, and review future growth trends and potential military mission operations.

Public Forum #3: The focus of this second quarterly update meeting will be to refine draft compatibility issues and a review of existing policies and regulations for possible inclusion in recommendations and strategies.

Public Forum #4: In this forum, Matrix will present its findings and proposed recommendations for solving the compatibility issues and will present Draft JLUS report to provide an overview of the document in an outlined format in Microsoft PowerPoint. This meeting will also start the 30-day public review period to afford multiple opportunities and ample time to provide feedback and input to be considered and incorporated into the Final JLUS. The JLUS will be made available for download on the website for the public's information and review.

Public Forum #5: The purpose of this forum is to present the final JLUS results to the public prior to the official public hearings to Bexar County Commissioners Court and the San Antonio City Council.
